Rule 4
Functions, Duties and Powers of the National Committee

(1) The functions, duties and powers of the National Committee shall be as follows:-
(a) Formulate necessary policies, plans and programs against human trafficking and trafficking and submit them to the Ministry,
(B) To implement the approved policies, plans and programs and to monitor the implementation (c) To rescue the victim who is stranded abroad and return him to the country with his consent (d) To monitor the work done by the center in accordance with the instructions given by the Government of Nepal and to give necessary instructions (e) Coordinating and monitoring the work of the District Committee (f) To update data and records related to human trafficking and trafficking,
(G) To monitor the implementation of obligations under international and regional treaty agreements related to human trafficking and trafficking to which Nepal is a party,
(h) Formulate and implement the criteria for providing seed capital (seed money) among persons who have undergone skill training,
(i) Creating and issuing center operation guidelines.

(2) The National Committee shall coordinate with the Union organizations when carrying out rescue operations in accordance with clause (c) of sub-rule (1).
(3) A record of all operations related to the rescue conducted in accordance with the Act and this regulation shall be kept. By keeping records in this way, the identity and details of the rescued persons will remain confidential.
(4) Regardless of what is written in sub-rule (3), such records can be made available upon request from the authorized body.
(5) The Secretariat of the National Committee shall be in the Ministry.
